A q9 tactics round shield with an inherent 20% chance of +1 to Smiting Prayers? I gave mine to a guildie and was wondering if it was worth anything?

Its not really rare.. in Prophecies and Factions there are "plenty" of these kind of drops.

Getting a low req item with TWO good mods is rare...

no specific place, they are random much like ever other thing in GW, except for very specific things.

It was probably not worth more than what you could gain from selling it to a merchant. But if you where really lucky (or unlucky, depending on how you see it), can the skin be worth a furtune, but it is really not likely.
